Details of the Request

The total number of non-medical personnel working within hospitals funded and controlled by Ashford and St Peter's Hospitals NHS Trust who have immediate access to medical records.

My definition of access is being able to see at least a patient’s full name, date of birth and recent medical history.

I define immediate access as the ability to access medical records without requiring the consent of the patient or a signature from a health professional (i.e. a doctor, nurse or similar).

Details of the Response

Thank you for your request to Ashford and St. Peter’s Hospitals NHS Trust regarding the access to confidential health records by non-medical personnel within the Trust.


Unfortunately we don’t hold the information you require as our Patient Administration System (PAS) does not list users by job role.

I can confirm that all staff (medical and non-medical) sign a confidentiality agreement with the Trust as our core business is health care, and this ensures that confidentiality is upheld at all times by all staff members.

Most users have access to basic patient demographics.

Specific groups have access to Radiology and Pathology results, ie Medical Secretaries, and clerical staff within these departments as they are involved in processing the requests.

Clinical staff and A&E clerical staff have access to clinical data as seen on the CAS card.

Medical staff and Clinical Coders have access to clinical coding, i.e. ICD10 and OPCS4.5 data.


Some examples of figures of non-medical personnel - please note that these are approximate figures:
  • Medical Secretaries - 155
  • Receptionists, Medical Records, other admin staff e.g. Admissions, Pathway Team, Call Centre - 180
  • Ward Clerks - 32
  • A&E Clerical - 14
