    No one individual determines which PSCP should be used. The process used is that outlined in Department of Health recommendations with a panel ultimately making a recommendation to the Trust Valerie Howell, Deputy Chief Executive currently holds the responsibility for the Trusts capital programme. Until May 2010 it was the Director of Strategy.
