Details of the Request
- How many elective procedures the trust has contracted out to a non-NHS provider body since the beginning of the 07/08 financial year.
- Broken down by procedure (including HRG4 code or HRG3.5 if HRG4 is not available) cost per patient as well as total cost per year and contractor
- Please also provide me with your policy on how long a patient must be waiting before they are treated in a private provider.
- I would also like to know if the trust has a contract with the body, and how long this runs for.

Details of the Response
Thank you for your request to Ashford and St. Peter’s Hospitals NHS Trust regarding elective procedures the trust has contracted out to a non-NHS provider body since the beginning of the 07/08 financial year.
Ashford & St Peter's Hospitals NHS Trust runs a monthly waiting list review, during which it is ascertained whether it will be necessary for us to outsource treatment to agreed private providers in order to comply with the patient's Legal right to treatment within 18 weeks. It is taken into account that there are a number of complex clinical reasons why some treatments cannot be carried out within 18 weeks, and the NHS Constitution excludes these patients from the legal right. Therefore, every case is considered on its own merits before a decision is made to offer treatment in the private sector.
The Trust then contacts by telephone any patients who are suitable to be treated within the private sector in order to offer them the choice. The Trust operates a strict policy of booking treatment within referral date order, ensuring that all patients are treated fairly, and only procedures that are safe to be carried out in the private sector are outsourced.
This process would usually happen at around 14 weeks into the patient's Referral to Treatment (RTT) pathway.
The Trust has negotiated service level agreements with Woking Nuffield and BMI Runnymede for use of their facilities, which are then agreed on a case by case basis, as required. These contracts run for the full year and are negotiated annually.
